adults: Referee and Scorekeeper rules

Certified Referee and Scorekeeper

Each team participating in a CEVA sanctioned tournament will have, as a minimum, one certified coach/adult to referee. Junior players may not officiate in the R1 position in the CEVA region.

There are several ways for a player to become either a certified referee or scorekeeper:

o Follow the procedures required to become a certified referee or scorekeeper for the Juniors division. (In other words, if you are a certified ref or scorekeeper for a juniors team, your certification applies equally in the adult program.)
o Attend referee or scorekeeping clinic offered prior to the CEVA Friendship Tournament
o Attend one of the regional referee and scorekeeping clinics offered by CEVA [the list is available on the website; clinics are generally held in the fall before the regular season begins]

Complete the Following Steps:

a. For reffing: Review the video example of the new net rule, the PowerPoint presentation on the new rules and then complete the reffing exam. A link to all of these items should be on the CEVA website [to the extent that the new rules PowerPoint is not up when a player begins the process, it need not be reviewed before taking the exam].
b. For scorekeeping: Review the how to keep score PowerPoint presentation and then complete the scorekeeping exam. A link to both of these items is on the CEVA website.
A link to the USAV Rules is also available on the website [http://www.usavolleyball.org/pages/2495]. Players are encouraged to take the tests as an “open book” exam and/or with other players. The issue here is not one of passing or failing but education about the rules!

A team without a certified referee or scorekeeper at a CEVA tournament after January 31st of the season, must pay $50.00 for the day for a Head Official to cover the team’s officiating assignments, or must make other arrangements to have their officiating responsibilities covered by a certified individual. A team must pay $100.00 if it doesn’t have both a certified referee and scorekeeper. The fine must be paid at the tournament. In the event that a team is without a certified referee or scorekeeper at a CEVA tournament for a second time or more, the team must pay $75.00 for the day for a Head Official to cover the team’s officiating assignments. $150.00 if a team doesn’t have both a certified referee and scorekeeper.

Teams failing to fulfill their officiating assignments will be fined $50.00.
